Dr Carla  Bonina

I am an author, academic and strategic advisor with 20+ years’ experience in digital innovation and sustainable development. My work spans digital government transformation, data governance and digital entrepreneurship, with a current focus on the social impacts of platforms, data and artificial intelligence in the Global South. In 2025, I was named one of the 100 Brilliant Women in AI Ethics. 

 

I’m recognised for world‑leading academic publishing, with a distinctive edge from a multidisciplinary career. I hold a PhD from the London School of Economics and Political Science (LSE), plus degrees in Economics (University of Buenos Aires) and Public Policy (CIDE, Mexico). My research has been funded by prestigious bodies —the UK Economic and Social Research Council (ESRC), the EU Horizon 2020 programme, and the Canadian International Development Research Centre (IDRC).

People engage me for a strategic vision of the digital economy and sustainable development — with governments, start‑ups, international organisations and impact investors including the OECD, Luminate, and the World Bank. Informed by evidence, I advise and consult for high‑impact organisations on strategy, decision‑making, impact monitoring and policy design.

I am Associate Professor (Reader) at Surrey Business School, a founding member of the Surrey Centre for Digital Economy, a Fellow of the University of Surrey People‑Centred AI Institute, and an Associate Researcher at the Latin American Open Data Initiative (ILDA). I'm member of the Board of Advisors of Saviesa, an independent think-and-do tank advancing human-centred AI policy and education.
